Katsina State Governor Mallam Dikko Umar Radda on Wednesday, November 26, 2025, signed the 2026 Appropriation Bill into law, approving a total of ₦897,865,078,282.05 — the highest in the state’s history and the first with only 18.68% allocated to recurrent expenditure.

- Capital Expenditure: ₦730,139,705,823 → 81.32%
- Recurrent Expenditure: ₦167,725,372,458 → 18.68%
Governor Radda hailed it as a historic shift, noting it beats even the late President Umaru Musa Yar’Adua’s 30% recurrent ceiling legacy:
“This is the first time in Katsina history that recurrent is below 20%. We are upholding the Yar’Adua principle — governance is about development, not overheads.”
