Katsina State Governor Mallam Dikko Umar Radda on Wednesday, November 26, 2025, signed the 2026 Appropriation Bill into law, approving a total of ₦897,865,078,282.05 — the highest in the state’s history and the first with only 18.68% allocated to recurrent expenditure.

Breakdown

  • Capital Expenditure: ₦730,139,705,823 → 81.32%
  • Recurrent Expenditure: ₦167,725,372,458 → 18.68%

Governor Radda hailed it as a historic shift, noting it beats even the late President Umaru Musa Yar’Adua’s 30% recurrent ceiling legacy:

“This is the first time in Katsina history that recurrent is below 20%. We are upholding the Yar’Adua principle — governance is about development, not overheads.”

Key Highlights

  • Budget nicknamed “The People’s Budget” — crafted from direct input during town hall meetings in all 361 wards across the state.
  • State House of Assembly passed the bill within 21 working days — one of the fastest in recent history.
  • Speaker Nasir Daura confirmed the proposal was adopted without a single kobo adjustment, praising its alignment with development goals.

The budget focuses heavily on infrastructure, education, healthcare, agriculture, security, and youth empowerment — reflecting grassroots priorities gathered during statewide consultations.

Governor Radda:

“It would be unreasonable to craft a budget without consulting the people whose welfare we seek to improve.”

With this signing, Katsina sets a new benchmark for fiscal discipline and people-centered budgeting in northern Nigeria.
