Ahmadu Bello University (ABU) Zaria has gifted Zamfara State a cost-free, comprehensive blueprint for transforming agriculture and human capacity development, presented by Vice-Chancellor Professor Adamu Ahmed to Governor Dr. Dauda Lawal on December 11, 2025.
Blueprint Highlights: No Cost to Zamfara, Virtual Train-the-Trainers Model
Developed by ABU’s institutes (IAR, NAPRI, NAERLS, Institute of Education, Institute of Administration), the plan includes:
Modernized extension delivery training for agents.
Institutional capacity building for ministries, ADP, cooperatives, civil service, teacher service, communities.
Social infrastructure: Schools, healthcare, access roads, housing, renewable energy (e.g., solar in pilots).
Delivery: Primarily virtual via ABU Distance Learning Centre—train-the-trainers format.
Professor Ahmed: “At no cost to Zamfara… Inter-ministerial collaboration ensures shared funding with states and private sector.”

He praised Lawal’s merit-based reforms (exam-selected permanent secretaries) and capacity-building investments.
