Ciara Picard, a 39-year-old former music teacher at Maloney High School in Meriden, Connecticut, surrendered to police on December 2, 2025, facing three counts of second-degree sexual assault. She resigned from her position in August amid the investigation.
The newly released arrest warrant paints a disturbing picture of alleged grooming that began when the victim was 13 (eighth grade) and escalated into sexual abuse by the time they were 17 (senior year).
Key Allegations from the Warrant
- Grooming Phase (Freshman-Sophomore Years): Relationship started as “friends”; frequent texting laid the foundation.
- Escalation (Junior Year, Age 16): Multiple trips to New York City for symphonies; Picard allegedly said, “I’ve always wanted to kiss you”, leading to their first kiss. She reportedly bought expensive dinners and gifts.
- Sexual Abuse (Junior-Senior Years): Texts turned explicit—exchanging nude photos; Picard allegedly expressed love and detailed sexual desires. She visited the victim’s home when alone, including one incident where she attempted oral sex; the victim felt compelled to comply.
- End of Relationship: Contact ceased in 2021 after the victim (then graduated) stopped responding.
The victim preserved graphic texts as evidence.
Picard’s Response to Police
When confronted on August 26 at Maloney High School, Picard initially denied any inappropriate relationships during her 13-year tenure. She then admitted the communications “definitely crossed the line,” confirmed saying “I love you,” but denied a sexual relationship—calling it “not okay.”
Next Steps
Picard is scheduled to appear in Meriden Superior Court on December 16, 2025. Bond details remain undisclosed; she turned herself in after the warrant was issued.
The case highlights ongoing concerns about teacher-student boundaries and grooming in schools. Meriden Public Schools has not commented publicly beyond confirming Picard’s resignation.
