The Nigeria Governors’ Forum (NGF), at its 8th meeting held December 10–11, 2025, in Abuja, issued a communiqué committing to enhanced security during the 2025 festive season, celebrating World Bank support for NG-CARES, and recognizing top-performing states in the Primary Health Care (PHC) Leadership Challenge Awards.
Signed by Chairman Governor AbdulRahman AbdulRazaq (Kwara) and read by Governor Dapo Abiodun (Ogun), the key resolutions:
1. Festive Season Security Pledge
Responding to a letter from the Office of the National Security Adviser (ONSA) on risks from increased travel, gatherings, and movements, governors pledged:
- Strengthened inter-agency coordination.
- Protection of critical infrastructure.
- Visible security presence in hotspots.
Aim: An “incident-free” Yuletide nationwide amid rising banditry, kidnappings, and property crimes.
2. NG-CARES Programme: World Bank Additional Financing Unlocked
Governors welcomed World Bank’s confirmation of additional financing effectiveness for the Nigeria Community Action for Resilience and Economic Stimulus (NG-CARES)—enabling continued disbursements for livelihoods, food security, public works, and resilience.
- Renewed commitment to timely reporting, fund maximization, and measurable outcomes for vulnerable households.
3. PHC Leadership Challenge Awards 2025 Results
The Forum noted the third edition awards (December 12, 2025), recognizing 13 states for PHC progress:
- National Winner: Yobe State (overall best).
- Zonal Winners: Zamfara (North-West), Nasarawa (North-Central), Abia (South-East), Rivers (South-South), Osun (South-West).
- First Runners-Up: Kwara, Gombe, Kaduna, Anambra, Bayelsa, Ogun.
Governors praised peer accountability and political leadership, committing to further strengthen PHC delivery.
This meeting underscores governors’ focus on security, social protection, and health amid Nigeria’s challenges—signaling coordinated federal-state action for citizen welfare.
