The Federal Government has begun transforming Nigeria’s 417 grazing reserves into modern, sustainable livestock hubs, starting with three pilot sites: Wawa-Zange (Gombe State), Wase (Plateau State), and Kawu (Bwari Area Council, FCT). Announced December 14, 2025, by the Ministry of Livestock Development, the inter-ministerial project partners states and private sector to build schools, hospitals, roads, housing, and renewable energy—aiming to curb farmer-herder clashes while boosting economic opportunities.
Pilot Projects: From Desilting to Solar & Social Infrastructure
Spokesperson Oghenekevwe Uchechukwu: “Phased approach—can’t do all 417 at once. These pilots model the rest: roads, schools (via Education Ministry), hospitals (Health Ministry), housing, boreholes, desilting water bodies, and solar power (e.g., Kawu reserve partnership).”
Costs? “Millions to billions”—shared via PPP to ease federal burden, encouraging private abattoirs/investments.
Work underway: Boreholes sunk in Kawu; solar grids planned.
Tinubu’s Vision: End Clashes, Create Prosperity
Aligns with President Bola Tinubu‘s directives: Convert reserves to ranches/livestock settlements for security and economy—state governors identify lands. Aims to reduce kidnapping/terrorism tied to open grazing.

Nigeria’s 417 reserves (many dormant/gazetted unevenly) span northern states + FCT. Revamp tackles:
